Born in Klaipeda, Lithuania, on December 1, 1956.
1980 – graduated from the Lithuanian State Conservatoire Klaipeda Faculties, Department of Popular Music, trumpet specialty.
1980-1982 - served at the Soviet Army as the soloist and concert master of an exemplary Baltic headquarters’ orchestra in Riga, Latvia.
1982-1984 – a soloist of the Lithuanian State Philharmonic Society ensemble “Nerija”.
1983 -at the festival “The Baltic Youth” was awarded as the best instrumentalist.
1984 – a soloist and concert master of a big band at the Lithuanian State Conservatoire Klaipeda Faculties.
1987 - a lecturer at the Lithuanian State Conservatoire Klaipeda Faculties, Department of Popular Music.
1979 – 1988 - a regular soloist at the Faculties’ Dixie Land.
1993 - elected as the Chair of the Lithuanian State Conservatoire Klaipeda Faculties, Department of Popular Music.
1993 - elected as the leader of the Dixie – Land.
Since 1989 has performed in a great many of prestigious international jazz festivals in the USA, Germany, the Netherlands, Switzerland, Sweden, Finland, United Kingdom, Poland, Latvia, Russia and all international jazz festivals organized in Lithuania, as well as at different concerts all over the native country.
1995 - by German music agencies was recognized as the best trumpet player in Eastern Europe.
1994-2004 – the director, organizer, leader and participant of the International Klaipeda Castle Jazz Festival.
1984-2003 – a soloist of a famous professional wind orchestra “Bangputys” and in the orchestra of the Lithuanian Navy.
In 1996 he established Klaipeda Jazz Club, and till 2004 was its President.
In 1997 elected as the most popular personality of art and culture in Klaipeda.
2000 – elected as a member of Klaipeda City Council.
2000 – granted the pedagogical rank of associate professor of Klaipeda University.
2004 - as a member of the Lithuanian Liberal Center Party he was elected to the Lithuanian Parliament.
In 2005 Vytautas Grubliauskas was granted the honourable Title of Klaipeda Master of Culture.
Since 2006 - a member of the Lithuanian Liberal Movement.
In 2008 re-elected to the Lithuanian Parliament. Over the years at the Parliament, he worked in the LR Commission of Youth and Sports (member), Information Society Development Committee (member), Maritime and Fishery Affairs Commission (member), member of Inter – Parliamentary Relations groups with the Republic of Korea, the Republic of Latvia, Singapore, the Kingdom of Thailand, Confederation of Switzerland and Deputy Chairman of the Inter – Parliamentary Relations group with the United States of America.
On April 12, 2011 elected the Mayor of Klaipeda City
Married, together with the wife Inga Grubliauskiene they have a son Vytautas ( born 2009) and daughter Elze (born 2004), also Inga’s children from the first marriage - daughter Saule (born 1998), son Zilvinas (born 2000) and a daughter from V.G.’s first marriage Agne, born (1986).
